had this happen in PvE and PvP with my ranger.... I rock out Incendiary arrows out with my ranger.. thats 3 second of -6 degen, and pin down often... well.. the Me/N called a traget with it and i started pelting away.. first with the incendiary pin down arrow.. it was hideous the live degen.. while the Necro cast poison off and watched the mobs die out.
In PvP the only difference was the W/R with apply poision and dismembered the target.. and their monk really got fed up =)
Excellent party skill, ok solo skill.

This isnt bad skill at all.. Think about it, 5 IWAY warriors rushing to your monk all nearby eachother. There are no monks with mentaliment in a common IWAY team. Mesmer calls one of the warriors and puts Fevered Dreams on it. Now the monk uses signet of midnight on that warrior. Now they all are blined, and now example ele can start burning 'em and rangers poison etc.

As a note for people seeking to use Fevered Dreams with Mark of Rodgort:
Fevered Dreams only transfers over NEWLY acquired conditions. If a condition is refreshed, it doesn't count. With the buff to Mark of Rodgort's burning duration, it's much much easier to keep it on the target constantly, and unless you allow it to end, all future burning will not transfer over.
This is extremely easy to see for yourself in the Isle of the Nameless, by hexing the practice target with both spells, and observing the lack of burning on the rest of the targets in the area, after the first 3-4 seconds of burning.

Unless it was recent, not as far as I know. I mentioned one of the reasons why it doesn't work at times, which could be linked to the perceived problems, though it has been broken before, and it may well be now. I'll check it out later.
